Yes, because the distraction is while you're bonked and not while you're shoving a scattergun up the Medic's ass or harassing them from a distance.
And honestly, I've yet to meet a plat player that would be enough of a jackass to sticky up spawn. That kind of behavior seems more along the lines of self-important mid-Iron to low-Silver kind of behavior that occurs when players think that they're better than they are because their team managed to push the enemy team to spawn in a pub and they have a desperate need to validate their own worth by milking that event for all they can.
I suppose there's a rare event where a higher skilled player intentionally teams with a buddy to do that sort of thing, but my experience is that those guys just want to wreck an enemy team in actual combat and not with actual spawn camping/trapping.
Edit: By the way, I love how this literally happened to me yesterday, I solved it by going DR Spy and distracting the Demoman stickying the only spawn exit, and people are still insisting that it wouldn't work. Not to mention that they think that plat players never get distracted by someone getting behind them.

I mostly go Original RL with soldier , you just caught me at a time when i didn't care so i just used beggars for the heck of it , my secret is that i watch Shrek 1 before i do my daily ruotine and end it with Shrek 2 [BLU RAY EDITION] before i go to bed.

Who remembers Braborbski when he used to force his female students to install TF2 and pocket solely him 3 at a time with each Medigun? He would rack up 120+ points in a round as spammoman with a Kritzkreig zapping his prostate every 32 seconds. I'd take a failed class over being in that prick's vicinity for longer than 4 minutes.
If you are having difficulty with spawn camping, go medic or Loch-N-Load demo with sticky traps on the closed door; have a pyro blast back, and set up your spawn. No matter how incompetent you feel your team may be at any point, there is always something that you can work towards doing to get everyone out of the situation.
One of those things does not happen to include quitting a community because they won't ban people killing you.

Okay, if you really want to break a spawn camp. And you can coordinate a little bit, this is how I'd do it.
1. Run a scout with bonk, scout uses and then runs out detonating the traps OR getting behind the medic, pick the medic you win.
2. If traps are det'd, send soldier/pyro combo out, pyro reflects, soldier shoots feet.
3. If that doesn't work, take a medic, get uber (NOT KRITZ), and uber a pyro out, you've just countered their traps.
4. If NONE of that works, type /server, and pick a different one.

Most spawn camps I've seen usually rely on more then 1 so vaccinator's out, then there's usually a demo sticky trapping so quickfix is out.
