More than likely. gameoverlay.exe is what Steam uses to give you the Steam overlay when you press SHIFT+TAB while in-game. Sometimes it locks up and doesn't kill the process when you quit a game.Game overlay

Though I've never had it leave a white box behind, though. That's actually really strange. Possibly a new glitch.
However, I also see that you've got a ton of Toshiba bloatware running. You should probably prune some of that to free up. Start > Run > "msconfig" > Startup Tab. Get rid of some of that Toshiba stuff. I've got a Toshiba laptop which also came with a bunch of bloatware, but I've disabled all of these. No negative side effects. In fact, it's a lot less annoying, as I don't have useless bullshit popping up to warn me that some app is using up a lot of CPU usage (while the notification with its fancy animation actually uses up a ton of CPU, itself, just to tell me something else is hogging CPU).
