I think you need 2 hits on a sapped building with the Neon annihilator instead of 1, so it isn't as useful.

Flamethrower to burn the spies/anyone else, SS or Detonator to shoot the ground nearby for spies, Homewrecker should be obvious.

I'm pretty sure he's talking about Spro a russian comp Pyro... Any team is stacked if he's in, by far the best I ever seen even though he just trolls in lobbies (goes roaming with no hp). Can't find his lobby profile but has a KA/D around 3.5-4...
