Approved [VSH] Update Minegay to fixc and Hakurei Shrine to v5

This version fixes an error that caused a ramp to be just slightly too steep to walk up. It also fixes the spinning animation of the haste power up.

This version solves frame rate issues some players were having with the current version.

Didn't really expect only the skybox vmts to get packed (and not the vtfs) Every other texture was fine.

From now on, I'm always double-triple checking everything I suggest :(
