You sure you aren't infected with some kind of virus or worm?
You could try a Full System scan using Malwarebytes or Boot into safemode and run Combofix

Idk, At this point I would consider running a checkdisk. Go to terminal and type "checkdsk C: /f"
assuming your hard drive is drive C.

But in all honestly this would be the point where I might consider just rebuilding the OS. If you have a windows disk, you can do a repair. That also might fix it.

Fuck it. i reinstalled the OS and it fixed it.
