New update to surf_halofuse_v2: from v2d to v2f!

Among the major changes are the addition of some moddeled ramps, and the BSP size decreasing from ~350MB to just 143MB thanks to repacking.

Just a note, but repacking isn't very useful. We already compress downloads with bz2 and if you pack the map it makes people decompress every time they load the map.
