As long as we're on the subject from that thread, I think changing your name constantly after a mute should be interpreted as dodging.

I'm interested in what people would constitute as harassment though.
 
I don't think there should be a rule for this, however, I think there are rare cases in which banning someone for harassment should be an option.
But, that should be up too the admin if he/she thinks the circumstances are extreme enough.

It would not be casually calling someone a faggot because he headshot you, but it would count as calling someone a fag and then spending time to ask him what he lets other men do to him in his spare time.

Harassment may in fact be something you can press charges for irl.

If an admin were to do something that would constitute harassment, why the fuck are they an admin?

If the admins have evidence of the harassment (would A 5 min demo of someone talking about what they would do to you sexually, or just screaming at a specific person to shut up whenever they talk over an over again be enough for you?)

Who would this rule upset? People that track kids across servers so they can call them fags? Dudes that stalk some of the girls across servers to call them whores?

Enforcing ANY rules upsets some people and causes them to leave.
 
This suggestion is gonna fail. Zebra is okay with being called fuckface, douchebag, and so on, so he tends to let everyone do that.
