I don't think this is the case for Mumble, not sure about teamspeak.

mumble and teamspeak are free if you have a server to host it on. No idea about vent.

Not quite. If you want more than 32 slots on TS you need a license. On the bright side, we qualify for a nonprofit license from them. (free)
