Constant Freekilling. Every round he is guard he shoots and kills people.

Every round, this guy goes either pyro or sniper. When the warden orders to AFK in cells, he just starts shooting people with the flaregun or headshotting with the huntsman. He only does it twice every round so it went unnoticed for a while.
