Approved [FF2] Add arena_internal_heights

I originally started making this as a VSH map for Skial in 2016 but I never finished it. However I came across it on my other hard drive yesterday and after taking another look I realised the layout was already done and it just needed some additions to be complete.

I would describe it as being almost like a vertical version of vsh_military_area.
