Ban/comms block record is good as the only thing I see from it is 4 blocks from votesilences. Chat history is okay, but I did see some chats on warning players that friendlying is against the rules so that's a plus. Connection time is good as well, meaning that he would be an active admin on the skial servers.

I would do nothing as porn sprays aren't against the rules. Unless it is lolicon/child porn in which case I would ban him/her for the appropriate amount of time.
