Spy's throwing kunai can be thrown with primary fire. Why can it be thrown with alt fire?

All this functionality does is mess up a spy trying to cloak.

It may be trivial to switch away before cloaking, but in the heat of battle, with Hale fast approaching, it's easy to make the mistake and get killed by the delay and short period of confusion afterwards.

Throwing with alt fire would make more sense if it were attached to the melee (similar to the sandman or wrap assassin), but it's in a completely different slot.

However, I don't know if it's fixable.
You get a weapon you aren't supposed to have in place of the Sapper slot, which may have broken the cloak ability on right click when you hold it, similar if you have a Heavy melee or Demoman shield as Spy in randomizer.

Considering the original weapon, Scout's Flying Guillotine, can only be thrown with mouse1 and never had any functionality with mouse2, I don't see why it's not fixable. If anything, I'm confused why it allows mouse2 to begin with-- neither the Flying Guillotine nor the Sapper has any functionality with mouse2.

EDIT: I've just now learned that the original weapon can be thrown with both mouse1 and mouse2 despite there being no documented difference or reason. why Valve
