He tried to use the forums and Skial servers to disseminate what he believed to be genuine pictures and information. Actually, some of the personal information may have indeed been genuine, but not all of it.

It's illegal as per tort law. Bottiger would be held liable due to venue. It shows intent to disregard the law using Skial as a conduit for such.

Dissemination of genuine information that he believed to be true would warrant a ban, however there were points where he claimed (via the stuff i was following on the forums) where he said pictures were not of her. She lied and said they were. For all we know he had already known she was a liar.
