Okay, I tested the damage buffs with the sets. Here's what I've found:

-Scout does 150 damage per hit VS pyros with their set on.

-Pyro does 26 damage per flame particle VS scouts with their set on. (Afterburn damage is unchanged.)

Now that i think about it, It isn't. Still, why make one set all year and another Fullmoon only? It doesn't make any sense.
