Approved [ZE] Add leaders able to assign co-leaders.

Lets leaders assign a co-leader (or 2) through !leader <<name>>

This is a feature on other ZE servers across other source games that would be a nice quality of life. Levels typically have many paths and the leader cannot be in multiple places at once to guide. Co leaders have the ability to place their own markers as well as having an identifying feature (typically found in the form of a !glow or a sign above their head.) If the main leader dies it will also give one of the co leaders the regular leader sign until the next round.

And give co-leaders the ability to nominate leader only maps too, because they may also use voice chat and may be willing to lead leader only maps.
