That speaks enough. Look at his report and votemenu spam. Take that as the reason for the report.

(BTW: I tried to report this guy for report spam, but I got an automated message telling me to client mute him. What the hell?)

Part of a plugin to reduce junk reports, guess it doesn't account for report in conjunction with spam.
 
*shrug* It was annoying because when I first reported him I thought "No wait, let's not report him yet, it's too soon" and cancelled. Then I had to face a delay before my next report, so I kept spamming report to see how much the delay was...inadvertently resetting the delay xD And when I finally reported him, it was stopped, so. That's why I eventually passed this report.

Anyway, mods?
