Where do I go to make a legitimate complaint against an admin? (dustbowl server)

Probably CiNiC. People were bitching about him earlier, saying he was an asshole. I'm not sure "He's an asshole!" is proper grounds from stripping someone of administrative duties, but we are talking about the internet here. Where logic has it's head deeply inserted in it's ass.

Whoever it is, he probably tried to reset his IP to make it look like it's a different user.
