To find a good price yes, but I've seen one sell pretty quickly for that much, however very few hats reach the 1K + mark. But a spreadsheet would not be possible, as the prices depends an how much someone wants the hat and how much the person sells it for, any reasonable unusual spreadsheet would list the last sale of every unusual.
If it's hard to find someone to buy the hat at it's "real" price it means that it wasn't the real price. Unusuals people think worth 4-5 buds are usually 2.5, but it doesn't mean that you can't sell it higher, it just takes longer. You can sell a key for 4 refined too, it just takes longer... But it doesn't make the price 4 ref.
The effects can more or less put in order (except for Ghosts and Hearts) now, hats too, the "depends from person to person" thing cooled down, now the majority of the traders have clear enough guidelines.
Ps: N&B is still low tier, even on Engi. That's only one thing that the seller tries to convince you otherwise.

I believe 2 burning TC's sold for $1.5k. Or the same one twice. Its also essentially what the person is looking for. Like one guy had an offer of I think $2k (might of been $1k) + 20 buds + P. energy TC.

Maybe, maybe not. I think one I saw sell a few months ago got a Community V. Lugermorph and a burning Tyrant's.
