So, honestly, if you know please answer honestly.

Let's say somebody were to get mad for some unknown reason and go on a killing spree, but his/her victims were only long-wanted criminals, the worst of the worst, murderers, rapists, gang members. Would law enforcement have to arrest the man taking out the criminals too, even though he is doing a favor to the area?

I'm not going insane or anything, just honest question.
