So recently I randomly received the BSOD in the middle of my web browsing with the following error:
DRIVER_IRQL_NOT_LESS_OR_EQUAL.

Ever since the BSOD my tf2 has been significantly slower. I ran with max frames and all my settings down to the lowest, and I would get a constant 40-60 on any server, even higher in comp. Ever since the error even with all my settings at lowest I have been getting nothing but a constant frame rate of 12-20 in pubs, and 15-24 in COMP. Whilst in comp my frames will randomly drop to like 1 frames for a microsecond frequently. Creating this stuttering problem as well. I believe these are my specs, I run a pretty doodoo laptop. I also play an in game resolution of 1366 by 768.

Generally DRIVER_IRQL_NOT_LESS_OR_EQUAL code assumes video chip failure. Not necessarily hardware chip failure though. The slowness of TF2 contributes in assumption that something is wrong with your video card as well.

It would've been beneficial if you could've provide more information of faulty module, eg:

In two words, the fastest and the easiest thing to do would be reinstalling all your drivers. Video card driver in a first place.

Start -> Computer -> right click -> Manage -> Device Manager and dance from there.

Also, download drivers for your Motherboard and install them. Drivers can be found on manufacturer's website.
 
So I tried a system restore for the first time, an it seemed to work for the first minuets where I just created my own server and went on there and got the fps that I usually always get on the tr maps, then I went into a pub map: (pl_upward). And at first my fps was great if not better then what it had been originally, after that my fps randomly went back to it's horrible frames, for no reason either, it just. Happened. Will try to find all my drivers install them, then uninstall them all to see what that does.
 
OK, so i seem to have found a common problem, whenever I start TF2 the game plays just like it used to, nice and smooth. But about a couple minuets into game-play it slowly declines until getting to an unbearable 10-20 frames. My video card driver has been reinstalled, I reinstalled TF2 last night, and all my drivers are updated. Not sure what to do anymore. :/
 
Video card. Time to replace it. That's my verdict.

PS. Would've been interesting to find out the temperature trend when performance degrades. But I bet your problem is a video card.
