Help Me! TF2 files not syncing correctly

I recently downloaded some files and put them in my TF2 folder. I noticed on my main (laptop) computer, it's upto date. on the other computer, it is not upto date. I have tried closing TF2 and relaunching and it does not say "OLDER" or "NEWER". it launches without ANY clarification of cloud.
