Teleporters Into Spawn

So, it's pretty easy to take screenshots of engineers that are building teleporters into spawn and send in a report for it. But what about the spies? If there are spies in the enemy spawn, do I just spectate them and send in a report for exploiting or what?

The spies are exploiting too. You can report them

Tho I generally prefer to warn them because it only happens on the trade servers where there's no real gameplay objective to begin with. And I'll ban repeat offenders

I mean how, though. Do I spectate them and take a screenshot that way or what? Because an admin a while back said that if they're just sitting in the enemy spawn and not doing anything, it's fine.
