guy just finished the round, didn't start the votereport until he already dicked around for 5 minutes.

no votekick option was available, somebody wasted the voteban earlier on some other guy for no reason, voteban then failed with some number like 90/91 (and it's always 90/91 because the guy griefing will always press no), whilst the server had to wait for 15 minutes whilst the guy went "xD can't ban me because i pressed no, jai fais expres".

anything lower supposedly helps towards abuse of the voteban option, but keeping the number at 91% protects griefers because it never passes.
