The current rule is no material such as lolicon can be sprayed and understandably so.

My suggestion is to broaden the no lolicon rule to something along the lines of "no pornographic or sexual material depicting a person or character of questionable age"

The reason is due to the gray area. What one admin considers lolicon another admin may disagree with. This causes confusion and unnecessary frustration while allowing some people to spray lolicon and get way with it on sheer technicalities.

To give an example of the troubles of the current rule:
Earlier today someone sprayed a a nude drawing of a girl. She looked very young but it wasn't blatant lolicon so I got admin opinions on it.

The first admin didn't know what to do
The second admin said it was lolicon
The third said it wasn't lolicon

But they all agreed it was of questionable age. Because I received differing opinions I didn't know what to do so I let it slide.

This happens fairly often and its becoming frustrating. Broadening the rule to allow no sexual sprays of questionable aged people or characters, drawn or real would greatly cut down on the 'gray area' that admins have to deal with when it comes to lolicon sprays.

TL;DR: Currently only blatant lolicon is handled with ease. Questionably aged material is in a gray area which makes it difficult to handle. Disallow sexual/pornographic sprays of questionably aged people/drawn characters entirely to cut out the gray area.

The rule is intended to be subjective because the law itself is subjective and we're only concerned with illegal sprays. If you're an admin just suck it up and make a decision.

I don't think anymore can be said after this reply, It sums up the position succinctly. However, to encapsulate and condense previous debates on the matter: There is no grey area, its either illegal, or legal; admins are empowered to use their own judgement, that is why the admin selection process is so fastidious.
