I'll sum this up to the best of my ability.
My internet works right now on my computer.
If I put it into sleep mode then turn it back on later, the internet does not work until I restart my machine completely. It 'thinks' it is online (shows it is connected, does not present an error message). Obviously it won't do anything like connect to steam or load a web page. I don't think it is the modem because I can still use the WIFI on my phone when my computer is having said problem.

Does anyone have any wild guesses? I've already exhausted everything I know, so basically I've done nothing.

What is your OS and iternet card spec​
Windows 7 home

Have you tried going into device manager, and telling your pc not to put your network adapter to sleep.

I would try the following.

1. Updating Bios
2. What maddo said
3. reinstalling the drivers

I don't think it is a router / modem problem.

I would just go through them, trial and error.
but first I would do what zebra said and reinstall your network controller drivers and run updates on them.
