Details:Someone who has a scammer tag due to this report just added me:

probably being up to no good.
Since there are lot of "rep exchange" groups and users blatantly ask for rep comments, including asking for comments commending for successful Paypal trades, I hope there is some guideline you can provide as to which behavior exactly would have merit for a scammer tag.

This is obviously a scattershot approach and can in no way reflect trades that actually happened.
Users in these groups are usually members of a lot of similar such very sketchy groups, so you could easily discover more.
Even more illustrating is the kind of person leading the whole bunch, i. e. this particular group:
