at first i thought this was something stupid steam was doing but it seems it wasnt now some other programs and games don't work either. . . well i'm not sure if they do or don't work as the cant open up, i have tried every way of opening them up.
Could someone help me

Have you downloaded anything or visited any questionable websites recently?
 
When did it start? I mean, were you ingame, or just surfing around, or when you started your pc today, ..?
Might want to start with some scans first (from an antivirus program, adaware, hijack this) to make sure you didn't get anything harmfull on your pc.
As this problem can have 1000 causes, try to be as specific as possible.

it started about a week ago but i wasn't doing anything, just one day i went on the computer and steam wouldn't open up, and recently i installed Secrets of the lost Cavern and it wont open up either
But i am scanning the computer right now

it is also important to post your computer settings... and what you were doing at the time this started happening. And if you did anything new to your computer before this happened.

I agree to be honest. If the basic things don't work, I think you might need someone you trust with a good knowledge of pc's to take a look at it (personally, or using a program like Teamviewer), because the possible causes are just to much to sum up...

Make sure you try these:
- Reinstall the not working programs (although I'm afraid it won't help)
- Take a look at your running tasks after trying to open Steam (Is it in there?)
- Make sure you are running Windows as an admin and disable your firewall for a minute

1. i know barely anything about computers
2.i have no idea when this started or what i was doing when i noticed it
i'll do some troubleshooting and something else that could help

how do i check running tasks again
i am running windows as a admin and i'm not sure how to disable a firewall, or if i have one
and if i do then i'm afraid there are some viruses from the long past that the firewall has b een blocking might get through(if there are any)
 
Just try to re-install Steam first.
If it doesn't help, pm me trough skial, I'm home in about 1-2h. I can try to help you solve it then, but rly not like this, maybe trough a voip like Skype or Mumble or whatever. Otherwise this may become the longest thread ever made ^^

What antivirus software did you use to scan your computer with?

Download the free version of Malwarebytes and run a check:
http://www.malwarebytes.org/
(It is not a replacement for your primary antivirus software but a additional layer of security when shit hits the fan)
i used avg but i do also have malawarebytes
 
Sorry, bluehawk seems to think what I said was dumb, so I will make it clear as it seems I didn't...
You could try these steps to fix steam. (copy and paste from the link I provided)
Windows Vista and Windows 7 Users

Problems with the Steam Client Service can cause recurring issues with steam:// protocol registration. It is recommended that you try the following solution prior to using the methods provided below.
  1. Click Start ▶ All Programs ▶ Accessories
  2. Right-click on Command Prompt and then click "Run as administrator..."
  3. In the command prompt, enter the following command, including quotation marks: "C:\Program Files\Steam\bin\SteamService.exe" /repair
  4. Note: C:\Program Files\Steam\ is the default installation directory for Steam - change this to the correct directory if you installed Steam to a different location. 64-bit systems will use Program Files (x86) instead of Program Files.
  5. This process will take a few minutes to complete. Once finished, the message "Steam Client Service repair completed." will appear.
  6. The issue may be fixed at this point, however it is recommended you reboot your computer before testing if the repair resolved the problem.

Also you state you use avg, this is known to sometimes conflict with steam. here is the article on that
