Possible Hacking?

I don't know if it's a server thing or not but there was a sniper I was playing against on Orange+ EU and no matter how many times I shot him, he took no damage. Only way I killed him was by hitting him a bunch of times. Even then, he took a lot more hits than any normal character would take before dying. I recorded it and I'm still on the server but I didn't know if it was some AP point ability or whatnot.

I believe he's simply lagging heavily.

It definitely wasn't lag. I do have another clip I took so I'll upload it and make a report.
