This player is spamming all the time with the prerecorded voice messages the game provide (Doctor, Spy, etc)

He also does not collaborate with the team , just disturb the teammates.

We sucessfully vote mute but mute does not affect to this kind of sounds so the only option is ban.

Spamming the in game voice lines isn't something we would ban for as far as I know. They're have a limit Valve put in so you can't spam them like crazy either, you can only use so many voice lines before it starts slowing down how many voice lines you can use.

He looked like he was helping his team in the demo by healing people

He was banned for chat spam... you can see this from the sourcebans record: https://www.skial.com/sourcebans/index.php?p=commslist&advType=steamid&advSearch=[U:1:91234240] - one of the things he was doing was spamming voice commands, however it was the other spam which he was gagged for.

Yeah, I gagged him for chat spam, which is different from some type of "command spam."
