Its on youtube , slowed down at the right moments and sped up to accelerate the video. Is this person hacking ? Why is the cursor at a different place when he gets the shot ? How did he get the guy behind the rocks ?

1. he is not hacking
2. cursor looks to be in a different place because demos have a slow tickrate and it is especially apparent when you slow it down
3. he saw the guy standing in there and shot with precision

I don't see any evidence of hacking.

In the future if you are going to report someone for hacking and provide short clips, also provide the demo so we can look at it ourselves.
