Approved longer cooldown for !votescramble

I don't know what it is set to. But i don't like it.

people vote a scramble. which is fine i don't care.
round 2 comes up (the round after the scamble) and someone team ends up losing, and they do another vote scamble.
round 3 comes up. And a team loses and someone wants to scramble

this is driving me nuts.can we make a cool down to do a votescramble after 2 or 3 rounds. I am tired of people calling for a vote scramble every time they are on the losing team. Even if it is a good game,

I had a thread similar which suggested a 2/3 round cool down instead of time.

it is getting silly having a scramble every other round.

I can see your logic, but i'm reminded that Zebra only plays on dustbowl and whether this could affect other game types CP, Payload, CTF, Payload Race, etc.

i play dustbowl, goldrush, badwater, and sometimes on the valve map servers.
