Have the latest Adobe Flash installed?

If you do, try to turn off Hardware Acceleration. See if that helps.
(Right Click Video > Settings > Un-check Hardware Acceleration > Refresh window)

That was fixed with a restart, though the original problem still has not been fixed.

Had him update the drivers and reinstall dx9. It's possible his gpu just isn't powerful enough to play it I suppose, but I've never seen artifacts like that from a lack of power. I wouldn't be the most experienced in that field though.

so i had to uninstall the drivers because it caused tf2 to give bad artifacts in dx8.
guess ill wait till i ever get a new computer to play it
