I've a feeling you're talking about the memo that appears on skial trade servers, typing !r or /r will open up the site in tf2 in which you need to sign in through steam or make a skial account and reply that way. To do so, click "log in or sign up" at the top right corner of the screen, the rest is self-explanatory. (Requires html mods to be enabled which should be enabled by default unless you've gone into your advanced options and disabled them yourself)

In order to make a trade message, create a new thread in either:

And I think your message will appear shortly after a thread is bumped/created? (Correct me if I'm wrong.)
