Declined Force users to read "Requests that don't follow this format.."

Is there a way to force users to read this and possibly check a box with "I agree" or some stupid shit like that to force every user to read the format before they post?
I feel like only 1 in every 5 person follows the format, then there's always someone who posts the link to the format *cough*mittens*cough*, but then people still answer the reporter even though he didn't follow the formal.

This suggestion was brought up before I think the best thing to do would be to place a notice at the top of the Ban Appeals section similar to the one in General that explains Raffles belong in the trade section. At least it would cut back on improper formats.

The last couple of ban appeals that I've seen didn't follow the format. +1

A -1 without a given reason, how useful.

I give this a +1 on the grounds that 1) It will cut down on the number of non-format Admin Applications/Reports/Ban Appeals we receive on the forum, and 2) It gives the Support section a bit more of a serious feel.

They always do. Doesn't mean they still aren't wasting the admin's time.

EDIT: And fyi I agreed with the suggestion, no idea why you'd disagree over that.
