Approved Deathrun: Disable engineer teleport ability / remove DR_Office_v4

The engineer's teleport ability in Deathrun allows players to gain access to places they shouldn't be in.

This is especially a problem on dr_office v4

(Note that these reports are all from one person over a short time frame. This doesn't make up even a fraction of the amount of players who exploit on that map)

My suggestion is remove dr_office v4 or preferably disable the engineer's teleport ability so it can't be exploited on this map or others

The shrinking is a terrible replacement and in my opinion is 3 times worse than teleporting ever was, I've made a separate thread about the removal of shrinking, the bugs it can cause are ridiculous. I really don't know what they were thinking.
