Currently players are given 10 seconds to join a team, but since everyone wants to join red half the server is forced to be blu or spectate which is boring. The maps aren't made for multiple activators so usually one blu guy hits every trap to troll which can make the round take way longer
Removing team limits would mean less players have to sit out for the first round
By pre-round I mean the first round after the server changes map, with this message "[VSH] VS Saxton Hale Mode is disabled. Need more players to start!"
I think these commands might fix it but not sure

ConVars won't help; the 'problem' is caused by the VSH plugin. IIRC, it's coded this way as a workaround for team-swapping issues in the first round while people are connecting, but it also serves as an imperfect replacement for the 'Waiting For Players' period, which is not present in TF2 Arena mode.
 
mp_teams_unbalance_limit is set to 1 during the first round while VSH is disabled
If VSH plugin can't work in the first round due to issues, then RIP. but at least with the non-VSH round, if players could choose team freely it would be better

Maps with a lot of obstacles like waterrun are going to take 10 minutes anyway, it would be better if more players can do the parkour instead of waiting for a handful of reds to complete it so the next round can start
Realistically a few will join blu which speeds up the process on the easier maps, like 3v17 instead of 10v10
