Let me point out that he is scout, sitting in spawn, he gets out of spawn and insta starts shooting at cloacked spy on bridge.

Would be nice to get some feedback why you say "needs evidence" on first demo. In first demo his aim is locking onto players at times. Whoever said he isn't hacking shouldn't be put here to check demos, tbh.

There is nothing conclusive in either of those demos, and one suspicious shot is not worthy of banning someone. Demo 2, tick 3000, where he shoots the spy on the bridge, is, yes, suspicious, but it could be entirely random, considering he ran back inside. You're welcome to ask other admins, but I don't consider a one minute demo of you trying to find him on spec mode (feel free to use /spec to find your target), then him playing for only ten seconds, of which seemed like fairly reasonable shots, is not conclusive.
