It's not registerd I guess.
What I do see is that he says "baiting is rules", with the other parts in his chatlog "rules:mic swearing,afk menager,hacking,andigohing admin,unitihe,kid trolling and spamming hack." which he frequently says (bind), I guess he means it's against the rules. Which is not, baiting is allowed, freehitting is not.
He often asks people to slay the "boss" (Warden or Hale) so the round will be over, I'm taking a guess he is dead and can't wait till the round is over.
If you read through his chatlog you see him spamming aswell.
And he even ordered on Jailbreak as Warden to kill all who is f2p.
