Declined Block Users without Steam Profile

I'm not sure if this is even possible, but I know a lot of hackers tend to not have any steam profile setup since they're just creating a bunch of new accounts. I don't think any legitimate player would have absolutely no account set up at all. An example: https://steamcommunity.com/profiles/76561198062832492

Not sure if there's a way to do it with the Web API: https://developer.valvesoftware.com/wiki/Steam_Web_API#GetPlayerSummaries_.28v0002.29

This obviously won't stop hackers, but gives them an additional hassle when setting up their multiple accounts.

Do that many people really not create profiles? I mean, if you create it via steam and such, the profile gets automatically created right?
