Are racist name tags a mutable offense

I've come across a slight increase in racist name tags while playing and I have been wondering for a while now is it a mutable offense.
If a admin or someone very familiar with the rules could help me out, I would appreciate it.

Man sometimes I ask myself what these people where thinking when they put the name in their tag. Ik a few people and they think today of their former selves as childish and irresponsible lul.
