The admins took the appropriate move in banning you for what they presumed to be a lolicon spray. Lolicon is against the rules, and they acted on that. This is the reason we have admins, and it is also the reason we have appeals; so we can look into this more.
How this appeal was handled overall was... silly. It was pretty much one admins opinion vs another. Typically we try to not interfere with other admins bans, so I apologize for the confusion and mixed messages.
I am going to lay it down strait. I am not going to argue with you about the actual age or content of the picture. I am telling you we do not like your spray. It looks like lolicon to a lot of the admins. So stop using it, and stop using other sprays that are similar to this. If you can do this, I don't have any problems with you being unbanned. Unlike past cases concerning other people, it appears you weren't deliberately trying to post lolicon, (I am going to assume the best here) so I think it is something that can handled like this. If we do see any other sprays similar to this, you will be permanently banned again. And your next appeal will turn out differently.
I should also remind people who are not admins to stop posting in appeals.

After deliberation with other admins, we came to a consensus to deny your appeal for a number of reasons.
- You knew the rules about lolicon. You should have known your spray was not allowed
- The picture is lolicon and you have not denied it
- I warned you about the spray and you continued spraying it.
- This and this. You should have been permasilenced months ago. According to my counter, that is 8 chances you have gotten to change your behavior
- You were on a last chance unban and, since you broke a rule, your last chance is gone
