New Allow engineer buildings

Please read first: The Deathrun NEU plugin disables building collisions by default which means they can't be used to break the map. Teleporters do not work either.

Buildings are allowed on other servers such as RedSun because their collisions are disabled by NEU meaning they can't be used to exploit.


And don't worry, teleporters don't work either, I've checked myself.

Buildings also cannot be built within active trigger_hurt brushes, and even if they are built inside one before it becomes active, Deathrun NEU has included measures to prevent dispenser healing within a trigger_hurt since version 2.0.0.
