There's a lot of things the rules don't specifically cover (being a c*nt in general, for example) and there's a lot of "hur dur I didn't break any rules" when they definitely deserve a punishment.
I think it might be nice that admins can make decisions on what is worthy of a ban/kick/warning/whatever

Admins are chosen for their competence and responsibility as a guide, official, and ability to know when to make the right calls in situations, or at least that's what I believe is a main factor. Although their main judgement should be based on rules they should also be able to use their discretion with situations that are "in between".

if there is anything that an admin is not fully confident with or unsure of what to do, we have an admin chat where they can post can get other opinions from the admins.

what some people would find interruptive to their game-play experience isn't necessarily shared if were talking to what extent somebody can act like a douchebag. especially if people come onto the servers are a dice roll away from joining either a saigns, nightteam or skial servers; you really wouldn't mind the average TF2 player, which frequently has a tendency to act douchey against other players. picking out all the "mean" people that play TF2 for the sake of the people that don't want to use !votemute would probably injure the traffic.
 
I can already see the MASSIVE amounts of complaint threads that people will start because they were "unnecessarily gagged or muted," or "kicked because I was trolling."
This alone can give admins a little too much power in terms of what they consider right or wrong. A ban that's worth 1 day is probably worth 3 from another admin. I'd prefer to have a unified set of rules, rather than rules based off of what different admins think.

Like Zebra said, we have a thread just for admins. If we do implement something like this, then we would need to have a panel of the admins vote on the ban. Grey areas shouldn't be judged by a single person. There's a reason the supreme court has multiple people on it.
