I am declining this because of two reasons.
1. We do not give out admin privileges to one specific server. If you get admin, you are an admin on all the servers.
2. You have no activity outside of the idle server.
This decline isn't a "You are a bad choice for admin and you will never get it". Its more of a "We don't give out admins to specific servers" kind of thing.

If you still want to be an admin then you will need to be more active on the forums and more active in our servers. If you have any questions you can always pm me.
As for your bind, we are not really going to hold that agaisnt you since it is the idle server. You can do almost whatever you want in there.
