New Add the civilian command (!civ) to the surf server

I've seen some players ask about it on the server and I don't see how adding it would do any harm.

+1, may as well add it to the trade/idle servers while bottigers at it.

-1 Feel like this would been a good feat to add in skill surf, but when it comes to combat surfs, I think is a bad idea mostly because of no friendlying.
