Declined Add Pl_Swiftwater_UGC to Payload Rotation Server

Swiftwater is a great, balanced and fun map.

I personally would love the option to play this on a Rotation server.

The map is not on quickplay, so the server would just empty out every time it's on.

Jwso is right, if we add this to that server it would have to be taken off quickplay.
