Declined Add dr_bank and dr_safety_first back

These maps were removed some months ago from DR's map rotation, however, some players are starting to miss them. I think temporarily adding them to see if they are popoular enough or not would be a good idea.

Safety first was broken, however Idk why on earth bank was removed because I remember it being picked a lot, I recall bottiger saying he doesn’t just look at skial stats he also looks at stats from other servers so it may have been unpopular on other servers but it was very popular on skial
