Trade history which lead me to the person that I am currently reporting.

Currently checking to see how he gained access to information in order to take, I currently don't recall clicking any suspicious links and currently scanning my computer to check if it was a keylogger or anything. And I have already sent a report to Steam Support so hopefully it will be resolved.
 
I assume you have steam guard enabled? Check your email for any password reset emails or if you're in Gmail check to see if there has been login attempts from anywhere else.

Currently was sleeping at the time he, but it seems that he would've had access to my email in order to do so, which gave my suspicion that he had a keylogger or something but checked MSE, Malwarebytes and Avast all came up with nothing so I am just debating just putting up a fresh reinstall of windows.
 
i'd suggest checking if outlook has any extra protection you can add to it like a message being sent to your phone everytime you try to login
 
Did you happen to click any links whatsoever? Did you log into a place that wasn't secure, or unknown (Coffee Shops, Libraries, etc.)

If not, sounds like you got legitimately hacked n hijacked. I'd work with Steam and wait for them to detect the discrepancy, which will cause them to reverse your lost items.

As of the time of this post, the little motherfucker still has some of your items. It seems he sold or traded the Bill's Hat B.M.O.C., The Big Kill, The Essential Accessories, Strange Gunslinger, Strange Kritzkrieg.

I'm sure Steam will be able to detect the hijack, if you knowingly have kept your account secured and your PC likewise, then you may have just been hit by someone who's attention you attracted. Key-loggers have to be installed on your PC, through a physical hardware on the keyboard, or a small program that can transmit through your firewall. Given you cleaned out your PC and nothing you know of was unusual prior to this, I take it it's unlikely that you had your passwords taken. (If your e-mail's compromised, that's a different story, which is why it's recommended you use a Google one for it's 2-Step Verification)
