Smokey used to get banned sometimes when he forgot to turn off his Torguard (a VPN service he pays for).If it is a personal private VPN then we do not ban for that. Only public proxies that can be used by anyone.
And it is impossible to detect all public proxies and VPNs, i think that is the case. But we do have a lot of VPN's banned, we just cannot ban them all.
Because torguard is a public vpn that anyone can pay for.
