Server moved, TURBINE, LA

I thought if they switched IP's they become locked and say that they moved to a different IP

There's one server 192.223.26.231:27016 , name is "SERVER MOVED - CHECK SKIAL.COM/SERVERS", that's locked.

When the server gets moved the old location becomes locked and says the message you mentioned.
